Indian government has informed Supreme Court on Tuesday through its Solicitor General Gopal Subramamanium of finally dropping ,withdrawing cases against Quattrochi.&lt;/p&gt;
	&lt;p&gt;Bofors scandal was worth Rs 150 billion,historical scam came to light during Vishwanath Pratap Singh's tenure as defence minister, revealed through investigative journalism by Chitra Subramaniam of Indian express and N. Ram of the The Hindu.&lt;/p&gt;
	&lt;p&gt;The name of the middleman associated with the scandal was Ottavio Quattrocchi, an Italian businessman who represented the petrochemicals firm Snamprogetti.The government has told the&lt;br&gt;
Supreme Court that it has decided to withdraw the cases against Italian businessman Ottavio Quattrochi as there is no evidence against him. Mr Quattrochi is accused in the Bofors scam.&lt;br&gt;
The CBI also told the Apex Court that efforts to extradite Mr Quattrochi have also failed.&lt;/p&gt;
	&lt;p&gt;Congress says CBI's views must be respected as the case could not be dragged due to legal validity. Party spokesman Mr Manish Tiwari said the case without any legal validity should not be dragged. BJP has accused the government of saving Quattrochi. BJP leader Mr Ravi Shankar&lt;br&gt;
Prasad alleged that the government machinery has been used to save Quattrochi and to bury the case against him.&lt;/p&gt;
	&lt;p&gt;CBI has asked the international agency to take off Italian businessman Ottavio Quattrocchi, an accused in the Rs 64 crore Bofors payoff scam, from the Red Corner notice list in which he had been put at India's behest.CBI also took Quattrocchi's off its website.&lt;/p&gt;
	&lt;p&gt;A historical case which changed the destiny of Country, Congress emerging from the major player in Indian Politics to moderate national party.&lt;br&gt;
Prime Minister Rajiv Gandhi friends and others were accused of receiving kickbacks from Bofors AB for winning a bid to supply India's 155 mm field howitzer.&lt;/p&gt;

	&lt;p&gt;CPI M said Bofors payoff case paint intent of government, “With this latest act, the cover-up of the Bofors bribery case is now complete,” said the party in a statement here.“The decision of the central government to withdraw the case against Ottavio Quattrocchi comes in the wake of prolonged efforts to scuttle the case,” the CPI-M said.The party alleged that the Central Bureau of Investigation (CBI) was prevented from “pursuing the case seriously”.&lt;/p&gt;
	&lt;p&gt;Q matter,the Supreme Court will hear the matter on December 11.On September 8, the CBI asked fortnight before a Delhi court for exploring the options available to it in the Bofors payoff case after the withdrawal of Red Corner notice against Italian Businessman Ottavio Quattrocchi first released in in their websites.&lt;/p&gt;

Most Small Medium Enterprises (SMEs) are still lagging behind in branding strategies due to inadequate infrastructure, capital, management and other amenities, says industry.&lt;/p&gt;
	&lt;p&gt;Explaining the importance of branding, N.K.Sagar, Chairman, Enkay Sagar Holdings Pvt. Ltd. told SME Times that branding is essential for promotional activities where SMEs are concerned. The fact is not only small and mid-sized businesses are unaware about effective branding methods, they also have inadequate infrastructure, capital, management and other amenities in order to leverage their brand promotional activities.&lt;/p&gt;
	&lt;p&gt;Branding facilitates a company to get an identity of its own which further allows a company to compete in tough marketing conditions and to bond a strong relationship with their customers to create loyalty.&lt;/p&gt;
	&lt;p&gt;He said, "SMEs are more engrossed in making or manufacturing products so they are not keen towards developing their brand image. The essential thing for SMEs is to target the right market or the right audiences."&lt;/p&gt;
	&lt;p&gt;"Branding always facilitates in giving an identification not only to the company but also helps the promoters to get an authentic identification as well," Sagar added.&lt;/p&gt;
	&lt;p&gt;He also focused on how an effective brand promotion can help a solely-owned venture to get a broader view in the potential market. Mentioning this he further said, "There are many companies especially SMEs whose names are unfamiliar to us. In many cases we are unaware of the services and quality of products a company is manufacturing. Branding will always help in identifying such companies and to boost their image in the potential market."&lt;/p&gt;
	&lt;p&gt;In fact, Rajann Kochar, Director of Shalimar Precision Enterprises Pvt. Ltd said, "The success of SMEs are dependent on three utmost crucial elements that includes the brand, package and the customer."&lt;/p&gt;
	&lt;p&gt;"However, most SMEs are unaware of the benefits of branding. SMEs feel that brand-promotion campaigns are waste of time, energy and money," he added.&lt;/p&gt;
	&lt;p&gt;When asked whether SMEs are focusing on manufacturing products instead of indulging themselves in brand promotion activities, Kochar said, "It is true that SMEs are lagging behind in their brand promotional skills. They usually focus on product quality and their own client base. They are not keen towards increasing their company's image world wide."&lt;/p&gt;
	&lt;p&gt;Sagar also added, "We can also say that perfection of the product matches with the character of the promoters."&lt;/p&gt;
	&lt;p&gt;He expressed that once the branding is achieved or established then the goodwill would be achieved simultaneously. And, once the goodwill is achieved it will help a company to come in the top position.&lt;/p&gt;
	&lt;p&gt;Moreover, branding is often associated with advertisement. Since SMEs have limited resources they probably can't have big advertising and promotional budgets or afford an in-house specialist, which is another reason why SMEs avoid indulging in brand promotion activities.&lt;/p&gt;
	&lt;p&gt;In this context, Sagar pointed out that it is difficult for SMEs to invest in traditional media. For instance, SMEs can offer consumer discounts, cash card discounts, display low budget advertisements such as door-to-door advertisements and small hoardings can help SMEs in promoting their brand image enormously. Online business promotion is another updated modus operandi at present which is useful in promotional activities.&lt;/p&gt;
	&lt;p&gt;"SMEs need to increase their awareness about effective branding either via organizing workshops or imparting training on the same," Sagar added.&lt;/p&gt;

This article rightly points out what holds the SMEs from branding and marketing.Actually, it is the small and upcoming SMEs who require guidance, awareness and monetary assistance to brand their products and market it widely.The existing guidance and assistance is not reaching the right target(new and upcoming SMEs).Measures should be done to improve the problems faced in mentoring&amp;advocacy,marketing,credit and procedural hurdles faced by SMEs in India.&lt;/p&gt;

	&lt;p&gt;The upcoming summit is the most significant for global issue of climate, since little is time left for Copenhagen – the climate treaty as a successor to Kyoto protocol and it is becoming hard for the nations to afford to bear deadlock upon deadlock over treaties related to the subject of climate change.&lt;/p&gt;
	&lt;p&gt;Many analyst believe, The Ice Age ended only 10,000 years ago, and the Little Ice Age - just a century ago. The temperatures are rising now because they were historically low 150 years ago. Ice caps are melting because they hugely increased since sixteenth century. Ice ages come and go in cycles, apparently&lt;br&gt;
related to solar activity. Mechanisms are entirely unclear: for example, periods of low sunspots often surprisingly correlate with volcanic activity on Earth.&lt;/p&gt;
	&lt;p&gt;Current temperatures are historically low, and their increase is normal. What is the increase, anyway? The ecologists debated it at the conference. That’s right, the conclusions are based on debate; estimates ranged several times. Good for leftists, bad for scholars. Theories are expected to be proven with something more sound than vociferousness. So perhaps global temperatures will increase a few degrees over the century. I love warm weather. People in cold countries would enjoy the change. Africans, they are technologically unable sustain the exploding population whatever the climate.&lt;/p&gt;
	&lt;p&gt;Carbon dioxide increase coincided with industrialization. Cause-and- effect relationship is dubious. In warmer periods, carbon dioxide increases about 50% from the glacial levels. Current concentration is slightly above that norm, but the norm is average. Most likely, in some periods the average increase was greatly exceeded. On the geological time scale, the current carbon dioxide levels are very low.&lt;/p&gt;
	&lt;p&gt;Humans contribute hardly 3% to the natural output of carbon dioxide,at least half of which gets regenerated in plants and dissolved in oceans. To claim that a system so well balanced and adaptive as Earth could be destabilized by 1% change is preposterous.&lt;/p&gt;

Permanent Representative of Myanmar, U Than Swe, told the Security Council, "At the request of the secretary-general, the Myanmar government is processing to grant amnesty to prisoners on humanitarian grounds and with a view to enabling them to participate in the 2010 general elections." But offered no specifics beyond his statement.&lt;/p&gt;

headed by Chief Justice K G Balakrishnan said on Thursday.Supreme court disposed of the petition filed by Varun challenging the imposition of the NSA as well as the application filed by the Uttar Pradesh government seeking setting aside the decision of the State&lt;br&gt;
Advisory Board recommending revocation of the stringent law against him.&lt;/p&gt;
	&lt;p&gt;Bench, comprising Justices P Sathsavim and Deepak Verma passed the order, the BJP leader's counsel and senior advocate Mukul Rohtagi did not press for the second petition seeking an exemplary damages of Rs 10 lakh from the Uttar Pradesh government.The bench was also critical of the UP Government approaching it with an application against the decision of the State Advisory Board which had not found sufficient ground for invocation of NSA against the 29-year-old BJP leader.&lt;/p&gt;
	&lt;p&gt;The apex court took exception to the submission made by the state government that the District Magistrate (DM) of Pilibhit could not be heard and only the Additional District Magistrate (ADM) was present before the Advisory Board during the hearing."This cannot be a ground to challenge the decision of the Advisory Board. The ADM was present. He must have been instructed by the DM," the bench observed.The court asked why the authority (DM) was not present.&lt;/p&gt;
	&lt;p&gt;Varun's counsel said that the provisions of the law clearly said that the case will be revoked upon the recommendation of the Advisory Board.He said that "some game" was going on and the state government has violated the law.The three-member U.P Advisory Board (Detentions) headed by senior judge of the Lucknow bench of Allahabad High Court Justice Pradeep Kant had on 8th May told the state government that “there is no sufficient ground to detain Varun under NSA and directed revocation of detention order of 29th March”.Welcoming the Supreme Court's order, Varun's aunt Ambika Shukla accused the state government of being vindictive and acting for petty political gains.&lt;/p&gt;
	&lt;p&gt;"We welcome the Supreme Court decision. The advisory board has actually given this decision on the 8th of this month earlier at which point, it became incumbent (on) for the State government to withdraw the NSA order forthwith.&lt;/p&gt;

	&lt;p&gt;As the Government tried to put up a brave front, BJP's Prime Ministerial candidate L K Advani held Prime Minister Manmohan Singh and Congress President "guilty" for the CBI decision and said the party will reopen all political cases if it comes to power.&lt;/p&gt;
	&lt;p&gt;Law Minister H R Bhardwaj said the Centre has no role in CBI asking Interpol to drop Quattrocchi's name from the wanted list.The agency took the decision on the basis of the opinion given by Attorney General Milon Banerjee given in October last year.Under fire, the CBI came out with a brief statement. Its spokesman Harsh Bahal said, "the case has been under trial in the courts since 1999".CBI has taken action on the basis of legal advice of the highest order.&lt;/p&gt;
	&lt;p&gt;The CBI had sent the case to Banerjee for seeking his legal opinion in the matter as the five-year validity of Red Corner Notice against 71-year-old Quattrocchi, issued at the behest of the agency, was ending in January this year.&lt;/p&gt;
	&lt;p&gt;The Attorney General cited CBI's inability to seek Quattrocchi's extradition on two occasions, first in Malaysia in 2003 and then in Argentina in 2007 and opined that the judgements in both the cases indicated that there were no good grounds for extradition hence the warrant cannot remain in force forever. Therefore, the warrant of February 1997 lost its validity, particularly in view of successive failed attempts of the CBI to get the accused extradited from Malaysia and recently from Argentina," Banerjee, the country's top law officer, said.&lt;/p&gt;
	&lt;p&gt;The Attorney General also cited the May 2005 judgement of Delhi High Court of Justice R S Sodhi who quashed the charges against Hinduja brothers and Bofors Company.The High Court order came after Additional Solictor General B Dutta had conceded that the CBI could not get authenticated or original Swiss documents for proceeding with the case.&lt;/p&gt;
	&lt;p&gt;Advani said, "this is a very serious issue. It is not a question of Quattrocchi alone but the entire role of the agency during the last five years which should be probed."Describing BJP's allegation as politically motivated, Congress spokesman Abhishek Singhvi said Bofors is a "dead horse" which the opposition party has been trying to flog for several elections.&lt;/p&gt;

Quattrocchi was close to the family of Prime Minister Rajiv Gandhi and emerged as a powerful broker in the '80s between big business and the Indian government.&lt;/p&gt;

Out of $1 trillion pledged for various institutions, $250 billion will be given to the IMF to lend at cheaper rates to needy countries in the form of special drawing rights&lt;br&gt;
British prime minister said with the decisions reached Thursday, some $5 trillion will be spent by the member countries of G20, that account for nearly 85 percent of the global output and two-thirds of the population.&lt;/p&gt;
	&lt;p&gt;The G20 leaders also agreed to bring an end to tax havens’ jurisdictions that allow people to park their funds hiding behind strict banking secrecy laws, as also those that have extremely loose regulation for the financial sector.&lt;/p&gt;
	&lt;p&gt;“Banking secrecy must come to an end,” Brown said at the press conference, adding the G20 leaders have committed themselves to ensuring such countries and jurisdictions are not allowed to carry on with the old models.&lt;/p&gt;
	&lt;p&gt;Besides India, Britain and the US, the G20 comprises Argentina, Australia, Brazil, Canada, China, France, Germany, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey and the EU. Dr. Singh noted that the downturn was much deeper than they had thought at last November’s Washington summit, calling for stronger concerted action.&lt;/p&gt;
	&lt;p&gt;The restoration of the banking system in the industrial countries was a precondition for successful revival. Active contra-cyclical policy must be a priority item and the International Monetary Fund had estimated that a discretionary fiscal stimulus of 2 per cent of the GDP would be needed in 2009 and again in 2010. While the actual stimulus of the G20 countries in 2009 met the Fund target, the amounts planned for 2010 might be too little.&lt;/p&gt;
	&lt;p&gt;Touching on the situation in India, he noted that the growth rate will fall from close to 9 percent in the last five years to below 7 percent in 2008-09 and to a similar figure in 2009-10.&lt;/p&gt;
	&lt;p&gt;India had made aggressive use of monetary and fiscal policies, and the total fiscal stimulus would be almost 4 percent of the GDP. The country had gained a great deal from effective regulation of the banking system.&lt;/p&gt;
	&lt;p&gt;While the current account deficit would rise to 1.4 per cent of the GDP, the country would be able to finance this without difficulty and in any case it could draw on the foreign exchange reserves.&lt;/p&gt;
	&lt;p&gt;Dr. Singh called for a $500 billion increase in the resources available with the IMF over the next two years as an interim measure pending review of the quotas.&lt;/p&gt;
	&lt;p&gt;The next review of the quotas due in 2013 needed to be advanced and the quotas at least doubled. They also needed to agree on a fresh allocation of Special Drawing Rights (SDRs) of $250 billion, which would provide developing countries with about $80 billion of usable resources.&lt;/p&gt;
	&lt;p&gt;The Prime Minister called for a stronger regulation and improved supervision of the financial system if they were to prevent a repeat of the crisis.&lt;/p&gt;
	&lt;p&gt;The perimeter of regulation needed to be expanded to cover the non-banking sector, steps to redefine capital requirements, to avoid a build up of excessive leverage and to subject systemically important institutions to supervision by a college of supervisors. “We should also endorse sharing information and bringing tax havens and non-cooperative jurisdictions under closer scrutiny,” he said.&lt;br&gt;

Entire opposition led by the Congress and BJP questioned the propriety of taking up the confidence motion as election schedule has been announced for the state assembly and Lok Sabha.BJP urged the Speaker to disqualify three of its members who have pledged their support to Naveen Patnaik Government after resigning from the party. In the midst of the acrimonious debate over the propriety of taking up of the motion, the Speaker Kishore Kumar Mohanty all of a sudden put the trust motion for the consideration of the House and it was passed through a voice vote. Opposition got annoyed with the decision of the Speaker, Congress and BJP walked of the House before it was adjourned sine-die.CM Naveen Patnaik of BJD on Wednesday won the vote of confidence in the state assembly by voice vote as Opposition staged a walk-out terming the exercise as 'murder of democracy'. Patnaik said he enjoyed the support of more than 74 legislators in the 147-member assembly and was facing the floor test as directed by Governor M C Bhandare.&lt;/p&gt;
	&lt;p&gt;Terming the passage of the motion as 'murder of democracy', Leader of BJP legislator party Biswabhushan Harichandan said his party wanted a division of votes but the whole exercise was handled in a hurried manner. CM Naveen Patnaik on Wednesday won the vote of confidence in the state assembly by voice vote as Opposition staged a walk-out terming the exercise as 'murder of democracy'. Congress deputy leader Narasingha Mishra said his party leaders, who were keen on division, would meet the Governor with their grievances.&lt;/p&gt;
